Consensus there seems to be that Dylan probably tweaked this painting himself, as it was not very deftly done. Replacing the cigarette with a syringe might have something to do with CV-19.

And there are a few who think Dylan deliberately tweaked the shadow to make it look like (guess who?) hanging from a noose…in this article you can see both covers side-by-side (scroll down)…

But, on the other hand, Dylan may have used the shadow from yet another cover..again from an ER thread…

And where would we be without the critics complaining about the possible sources for this ‘new’ song…
